That of the Bronx Arts Ensemble Chamber Orchestra on Monday night at the Abraham Goodman House tipped slightly toward the eccentric. Yet the second half was interesting and appealing enough to allay most doubts. The second half consisted of four songs by the young Arturo Toscanini followed by Mendelssohn's Piano Concerto No. 1 in G minor. The Mendelssohn used to be encountered more frequently than it is today, but it remains a deft and dapper piece, and it received an appealing, idiomatic performance from David Bar-Illan and the orchestra under Arthur Weisberg's direction. Despite its name and sponsorship, the Bronx ensemble consists of some of Manhattan's best freelancers, and here they played up to their abilities. The same could not really be said for the performances before the intermission, which sounded rough and four-square under Mr. Weisberg's baton.
